Google explains that consent mode communicates a user’s cookie or app identifier consent status to Google tags. It does not create a cookie banner by itself. It works with a consent banner or consent management setup and adjusts how tags behave based on the user’s choice.
Why conversion tracking breaks
Many campaigns underreport leads because tracking is incomplete. For service businesses, GA4 should track actions that show intent. Useful events include lead form submit, phone click, WhatsApp click, appointment button click, brochure download, pricing page view, service page scroll depth and thank-you page view. Do not mark every micro-action as a key conversion.
Connect Google Ads conversions carefully
Google Ads needs conversion data to optimize bidding. Choose primary conversions that reflect valuable leads. If every small click is marked as primary, automated bidding may optimize toward weak signals. Keep secondary conversions for observation and use CRM feedback where possible.
Plan Meta Ads tracking separately
Meta Ads measurement may use pixel events, conversions API and platform lead forms. The same principle applies: track meaningful actions, avoid duplicates and connect ad reporting to lead quality. A full-funnel view is more useful than platform-only numbers.
